Treehouse is one of the most up-to-date and user-friendly ways to learn how to program. A monthly subscription currently costs $25, and they may offer a homeschooling student discount if you email them to request it.
This course covers front-end (visual) web development in greater depth than the Design and Build a Website course offered in middle school.
It teaches both visual design concepts, and the technologies (HTML and CSS) used to build static websites. No special equipment or software is needed other than a computer and internet connection.
The course includes 41 hours worth of video lectures and quizzes. At a rate of three hours per week, it can be completed in a little over three months.
